Scheduled air services between the Republic of Latvia and a country which is not a Member State of the European Economic Area, the Swiss Confederation or the United Kingdom may only be carried out with a permit issued by the Ministry of Transport of the Republic of Latvia.

Process description

  1. Service requests
    If an air carrier wishes to commence scheduled air transport between the Republic of Latvia and another State, it shall submit an application to the Ministry of Transport by electronic means at least one month before the commencement of scheduled air transport. The application shall be accompanied by a list of flights and documents referred to in Regulation No 280 and an acknowledgement that the conditions of Council Regulation (EU) No 2022/334 of 28 February 2022 amending Council Regulation (EU) No 833/2014 concerning restrictive measures relating to Russian activities destabilising the situation in Ukraine are fulfilled (hereinafter - Regulation No 833/2014).

  2. Processing of application and documents
    The application shall be registered and directed to the responsible employee of the Transport Ministry's Aviation Department. The responsible officer shall check the compliance of the air carrier with the requirements of Regulation No 280 as well as compliance with the conditions of Regulation No 833/2014. If all the documents have been received by the responsible employee, within 10 working days, prepare an authorisation for the applicant. If the documents submitted have identified shortcomings, the Ministry of Transport shall request in writing to rectify them until the scheduled commencement of flights.

  3. Issuance of the permit
    The flight permit is signed with a secure electronic signature by e-mail to the applicant. If the deficiencies identified in the documents submitted have not been rectified, the authorisation shall not be issued
