The European Commission is a politically independent institution of the European Union (EU), whose mission is to promote the observation of general interests of the EU, as well as to propose and apply legal acts, to implement policies and to use the EU’s budget. The Commission implements the decisions of the European Parliament and the Council of the European Union. Political leadership in the Commission is provided by 27 Commissioner teams (one from each EU Member State).

The Commission's transport policy is developed by the Commission's Directorate-General for Transport and Mobility. This Directorate-General is headed by Commissioner Adina Valean.

The Commission's telecommunications policy is developed by the Commission's Directorate-General for Communication Networks, Content and Technology. This Directorate-General is headed by Thierry Breton, Commissioner for the Internal Market.
