The institutional framework of the cross-border Rail Baltica project includes Beneficiaries – the respective line ministries - the Ministry of Climate of the Republic of Estonia, the Ministry of Transport of the Republic of Latvia and the Ministry of Transport and Communications of the Republic of Lithuania -, national Implementing Bodies and Coordinator of the project.
The Ministry of Transport coordinates the implementation of the Rail Baltica project activities in Latvia at cross-border and European Union institutions’ level and ensures the fulfilment of the Ministry's obligations as Beneficiary (recipient of funding under the Connecting Europe Facility (CEF).
The national Implementing Bodies of the Rail Baltica project are state-owned companies established by the respective line ministries. LLC “Eiropas Dzelzceļa līnijas” is the national Implementing Body in Latvia with duties and tasks delegated to it by the Ministry of Transport.
The Coordinator and responsible body for the implementation of the horizontal activities of the project is joint stock company RB Rail AS, founded in 2014; its shareholders in equal parts being the national Implementing Bodies LLC “Eiropas Dzelzceļa līnijas” in Latvia, UAB "Rail Baltica statyba" in Lithuania and OU "Rail Baltic Estonia" in Estonia.
