Construction company BERERIX has completed all major works within the planned scope on the southern section of the new Riga Central Station building, the adjacent public square and the passenger platforms. Today, the FIDIC Engineer supervising the construction works issued a Certificate of Substantial Completion to BERERIX and the client, Eiropas Dzelzceļa līnijas. All facade and roof glazing works have been completed, along with the majority of decorative and functional elements, the construction and landscaping of the passenger platforms, as well as paving and landscaping of the adjacent public square. As a result, the new station building has now acquired its intended architectural appearance and functionality.
“In infrastructure projects of this scale and complexity, the challenge is not only to build. Alongside the construction works, a very extensive set of obligations related to costs, deadlines, changes and other contractual matters must also be managed. The Certificate of Substantial Completion confirms that the scope of works stipulated in the contract has been completed in accordance with the specified requirements. This is an important milestone in this stage of construction, reflecting the very concrete work carried out by all parties involved – work that will continue until the works are fully completed and accepted,” said Edgars Krasņikovs, Member of the Management Board of FORMA 2 and FIDIC Engineer.
Construction works, fully financed by the European Recovery and Resilience Facility, resumed in April 2025 and cover works on the southern section of Riga Central Station required to ensure that the station building is functional and able to serve its intended purpose. The works included installation of the roof and facade, construction of platform canopies, finishing works, construction of passenger access infrastructure, as well as installation of external and internal utility networks and engineering systems. Under the contract, the substantial major works are to be completed by 31 August 2026. Minor landscaping and finishing works in the building, on the platforms and in the adjacent public square will continue until the end of this year in preparation for handing over the facility to the client, Eiropas Dzelzceļa līnijas.

Works on the southern section of the Rail Baltica Riga Central Station are now in their final phase, with the planned scope completed both in the adjacent public square and on the passenger platforms. Already today, we can see what the station, platforms and additional premises will look like when trains begin arriving here in 2028, even before the full-scale implementation of Rail Baltica. The substantial works completed to date have been carried out to a high standard, as confirmed by the works completion certificate signed by the FIDIC Engineer, the contractor and the client. The development of the railway hub in central Riga is rapidly taking on the form that will allow it to serve passengers and the wider public with distinction in the future. I would like to thank our cooperation partners – the Ministry of Transport, construction company BERERIX, the engineers of FORMA 2, the design concept supervisors from PLH Arkitekter, as well as the team of Latvijas dzelzceļš - for their cooperation so far and going forward.”
“BERERIX has another four months, until the end of this year, to complete minor landscaping and finishing works in the building, the public square and on the platforms. We are already well ahead of schedule, and I have no doubt that we will complete the works on time and that even the as-yet unknown autumn and winter weather conditions will not affect our progress. Today, we are handing over infrastructure whose full operation also depends on the completion of other parts of the project, such as the railway tracks. This infrastructure will gain its true value not when we finish building its individual components, but when they begin operating together,” emphasised Guntis Āboltiņš-Āboliņš, Chief Executive Officer of the BERERIX consortium.

Construction works in the southern section of the new Riga Central Station are being carried out under the agreement concluded between Eiropas Dzelzceļa līnijas (EDzL), the national Rail Baltica implementing body in Latvia, and the Central Finance and Contracting Agency (CFCA) for the implementation of Project No. 1.1.1.1.i.2/2/25/I/CFLA/001, "Improvement of Passenger Infrastructure through the Construction of the Southern Section of Riga Central Railway Station."
The total value of the financing agreement amounts to EUR 138,699,855.80, including EUR 114,627,980.00 from the Recovery and Resilience Facility and EUR 24,071,875.80 from the Latvian state budget. The agreement was signed in November 2025 and provides for the completion of all major construction works—including roofing, façade construction, platform canopies, interior finishing, passenger access infrastructure, and mechanical, electrical, and plumbing works—by 31 August 2026, upon which a certificate of substantial completion will be issued.
The FIDIC Engineer, construction supervision, and independent construction expertise services for the project are provided by FORMA 2 Ltd.
The agreement also provides for the participation of the state-owned company Latvian Railways (Latvijas dzelzceļš – LDz) as a project partner. As the prospective infrastructure manager, LDz is actively involved in preparations for the station's handover and future operation to ensure the timely availability of the information and technical readiness required to fulfil its management responsibilities.
The southern section of Riga Central Station will be able to commence full passenger operations after the completion of the 1,520 mm gauge railway infrastructure. Final commissioning of the entire facility is linked to the completion of the 1,520 mm railway infrastructure in the southern section, currently planned for mid-2028.
