In the third call for proposals in the field of military mobility, the European Climate, Infrastructure and Environment Executive Agency (CINEA) has approved funding of 78.8 million euros for the implementation of three transport infrastructure projects in Latvia. Funding was allocated for the implementation of the Rail Baltica project, for the reconstruction of the bridge over River Salaca to the Limbaži Regional Government, and for the reconstruction of the fourth platform of the Riga International Airport. The signing of the financing agreement is planned until June 2024.

“Transport infrastructure projects important to Latvia have received co-financing for military mobility. It will give an opportunity to continue the implementation of the Rail Baltica project, to find a solution to the bottleneck problem finally by ensuring the reconstruction of the bridge in Salacgrīva, as well as to strengthen the position of the Riga International Airport in the Baltic region. Simultaneously with the implementation of these projects, we are also strengthening national security, which is our joint priority in the current geopolitical situation,” explained Minister of Transport Kaspars Briškens.

The Ministry of Transport has been granted funding of 51.6 million euros for measures for the integration of military mobility requirements within the Rail Baltica project. 19.67 million euros have been allocated to the reconstruction project of the fourth platform of the Riga International Airport by safeguarding its compliance with civil and military requirements. In its turn, the Limbaži Regional Government has been granted co-financing of 7.54 million euros for the reconstruction of the bridge over River Salaca in Salacgrīva, which will ensure its dual use for civil and defence purposes.

It is determined that project implementers – stakeholders in Latvia – must follow the principle of co-financing, that is, co-financing is a mandatory prerequisite for receiving part of the European Union’s funding. In the field of military mobility, support intensity is up to 50%. As previously reported, the government supported the co-financing from the state budget for the Rail Baltica project submitted by the Ministry of Transport and the reconstruction project of the bridge over River Salaca submitted by the Limbaži Regional Government.

According to CINEA, 112 proposals from the EU Member States were submitted in the third call for proposals in the field of military mobility, of which 38 projects received support. The total allocated funding is 807 million euros.

In the first call for proposals in the field of military mobility, three activities of the Rail Baltica project were supported for Latvia with co-financing of 5.29 million euros, that is, design and design supervision of the highway section of combined bridge over River Daugava, design of the Salaspils

intermodal cargo terminal and design of the cargo park and its surrounding infrastructure near the Riga International Airport.

In its turn, in the second call for proposals in the field of military mobility, the project by “Latvijas gaisa satiksme” (Latvia Air Traffic) for the construction of a new air traffic control tower at the Riga International Airport with a co-financing of 26.26 million euros and co-financing of 11.33 million euros for the implementation of two Riga Freeport projects were supported, which provided for the improvement of the infrastructure of the port piers, the reconstruction and improvement of access roads, the reconstruction of the railway infrastructure and the addition of the port’s technical fleet with a multifunctional transport unit.

The funding in the field of military mobility is a form of support for the EU Member States to develop transport infrastructure that serves both civilian and military purposes at the same time. For the period from 2021 to 2027, 1.737 billion euros have been allocated for the financing of the CEF for military mobility, which is divided into several calls for proposals.
